Well thats a good enough age to wear make up, but i would keep it veryy light. One thing you should know about make up; dont wear soo much that when you DONT wear it, u look ugly. So you have green eyes, wear light purple (no sparkle) eyeshadow, or gold (with sparkle). This is what i reccommend. I think any color should look nice on you except green shadow. So after shadow, using a pencil eyeliner, line the lash line lightly, not too high on ur eye lid either. Then apply mascara. use a lipstick that matches ur lip color, or gloss. Check out ';Flirt!'; its by MAC about $10, really nice colors. Basically, what you learn is that if you got heavy on the eyes, do light on the lips, and vice versa. Ok, you are older than me so here goes.
1. apply a light natural foundation that is closest to your own skin colour. (optional but i find it helps to keep your eyeshadow %26amp; eyeliner on for longer).
2. apply a light coloured eyeshadow (purple, pink, blue, green, grey, white, gold, brown).
3. apply a light blush (pink, brown, red) to the apple of your cheek and blend it in dont rub it away and dont put too much on do it bit by bit building it up slowly and subtly.
4. add some clear, pink or lightly coloured lipstick or lipgloss to your lips, again not too much and remember to blot in between adding the lipstick if you choose this option.
5. apply some black or brown mascara to your eyelashes.
6. apply some eyeliner of a colour that will define your eyes and smudge it lightly to blend it in with your eyeshadow.
i would say green eyeliner to bring out your eyes but that might be too obvious. try brown eyeliner, you can use it inside the eyelid too for more definition of your eye. clear mascara is very subtle but doesn't really give you full eyelashes so use normal mascara and make sure that you don't have any clumps. also a light shimmery/glittery eye shadow eg silver or white draws attraction to your eyes and makes them look really nice.
Find out foundation or cosmetic color that resembles your skin tone as close as possible. An acceptable make up color is when it is not noticed by others that you are using it. As for the blusher, dark tones are most beneficial for tanned skin, while light colors are for fair skin. Lipstick should correspond to skin tone as well as mascara.

this way you can never get aq eye infection. ( never ever let anyone else Borrow/use eye makeup) you can get eye viruses/infections like pink eye..never borrow either - same goes for eyelash curler

It doesnt take much - enhance the eyes and lips a little
to make your eyes stand out buy some eyelash curlers (they are my favourite thing in my makeup bag!) and curl your lask then apply some mascarra..the max factor lash lift is good
if you have good skin do not bither with foundation it will only make it bad..trust me..but use concealer if you have dark circles or some spots
if you can get away with it try a thin line of liquid eyeliner on the top eyelids..that always looks nice
if you cant quite get a straight line use a cotton bud to make it straighter..lick it first

Try a little pink blush and maybe get your eyelashes permed, that way there is no need to apply mascara but your eyes will stand out!
Eyeliner (on both top and bottom) will guarantee
make u look better. It'll bring out the pretty
color of ur eyes, then put on black mascara and
curl ur eyelashes. Ur eyes can reveal so much
beauty =]
